Belluck Law Expands into Pennsylvania with New Philadelphia and Carlisle Offices
Northeast Go-To Mesothelioma Firm Names Bethann Kagan Pennsylvania Managing Partner as Firm Expands Local Presence
PHILADELPHIA, PA — Today, Belluck Law, LLP, a nationally recognized mesothelioma and asbestos litigation firm, announced its expansion into Pennsylvania with the opening of new offices in Philadelphia and Carlisle, as well as with the addition of Bethann Kagan as Pennsylvania Managing Partner.
The expansion strengthens Belluck Law’s presence throughout the Northeast and positions the firm to provide its decades of experience representing mesothelioma and asbestos victims to individuals and families throughout Pennsylvania.
For more than two decades, Belluck Law has built a reputation as the go-to mesothelioma firm in the Northeast, representing individuals and families affected by asbestos-related diseases. The firm has recovered more than $1 billion for clients in asbestos and personal injury cases and has offices throughout New York and New England.
The addition of Pennsylvania gives Belluck Law a local presence in two strategically located communities while allowing the firm to serve clients throughout the Commonwealth, including in Philadelphia, Pittsburgh, Harrisburg, Carlisle, Lancaster, York, Erie, Allentown, Scranton, Reading, and their surrounding communities.
“We have spent more than two decades building Belluck Law’s expertise and reputation throughout New York and New England,” said Joseph W. Belluck, Founding Partner of Belluck Law. “Pennsylvania has a long industrial history, exposing generations of workers to asbestos. Expanding into Pennsylvania with offices in Philadelphia and Carlisle, and having Bethann lead our Pennsylvania practice, is an important next step for our firm. Most importantly, it allows us to bring our experience and resources closer to the individuals and families who need us.”

As part of the expansion, Bethann Kagan joins Belluck Law as Pennsylvania Managing Partner. Kagan will oversee the firm’s Pennsylvania operations and help lead its representation of mesothelioma and asbestos victims throughout the Commonwealth.
Kagan brings over 30 years of experience representing individuals and families in complex asbestos and personal injury matters. Her addition reflects Belluck Law’s commitment to establishing a substantial local presence in Pennsylvania.
“I am thrilled to join Belluck Law and lead the firm’s expansion into Pennsylvania,” said Bethann Kagan, Pennsylvania Managing Partner at Belluck Law. “Pennsylvania is home to generations of service members and workers who helped build the state’s manufacturing, steel, construction, transportation, energy, and industrial industries. Unfortunately, many were exposed to asbestos decades ago and are now facing devastating diagnoses. Our goal is to make sure Pennsylvania families have access to experienced attorneys who understand these cases and are prepared to fight for them.”
Serving Pennsylvania from Philadelphia and Carlisle
Belluck Law’s new Philadelphia office gives the firm a presence in one of Pennsylvania’s largest metropolitan areas, providing access to representation to communities throughout Southeastern Pennsylvania and the Delaware Valley. The firm’s Carlisle office expands its reach throughout Central Pennsylvania, including in Cumberland County and surrounding communities.
Pennsylvania has a significant industrial history, with generations of workers employed in steel mills, manufacturing plants, shipyards, power plants, construction, railroads, chemical facilities, and other workplaces where asbestos-containing materials were historically used.
For many people diagnosed with mesothelioma today, the asbestos exposure that contributed to their illness may have occurred decades earlier, often from their place of work. Belluck Law’s attorneys investigate employment histories, military service, worksites, products, and other potential sources of asbestos exposure to determine whether a client may have a legal claim.
A Northeast Firm with a Local Approach
Belluck Law was founded in 2002 by Joseph W. Belluck and has since grown into a nationally recognized law firm focused on mesothelioma, asbestos litigation, personal injury, and insurance coverage denials. Belluck Law has recovered more than $1 billion in compensation through asbestos and personal injury lawsuits on behalf of their clients and Belluck Law’s attorneys have been recognized by numerous professional organizations including Best Lawyers, Super Lawyers, and Martindale-Hubbell.
While the firm has developed significant national resources and experience, Belluck Law emphasizes maintaining a personal relationship with its clients and their families.
“Even as we grow, our philosophy is not changing,” Belluck said. “A mesothelioma diagnosis is personal, and the legal representation should be personal, too.”
Belluck Law’s Pennsylvania expansion continues the firm’s growth throughout the Northeast. The firm previously expanded its physical presence into Massachusetts, Maine, and New Jersey, while maintaining its New York offices. The firm’s recent expansion into Massachusetts includes obtaining an $83 million dollar verdict on behalf of the family of a woman exposed to asbestos by working with clay.
